Carl acquired his skills and experience in the areas of media relations, crisis management, speech writing and strategic planning while advising heads of government and senior leadership of high-profile companies in Canada.
Carl’s extensive involvement in politics brought him to Ottawa in 2009 where he served as Press Secretary and Spokesperson to former Prime Minister Stephen Harper for five years. Over the course of his time in the Prime Minister’s Office, Carl managed multifaceted issues on a national and international scale, always with a particular attention to Québec, Canada’s French speaking province. Carl had the unique opportunity to work alongside key policy makers across the country and develop a deep understanding of the Canadian government’s decision-making process.
More recently, Carl participated in Québec Premier François Legault’s transition team as a senior advisor immediately following Mr. Legault’s electoral victory in 2018.
Prior to joining Teneo, Carl was the partner in charge of strategic communications at HATLEY Strategy Advisors, a public affairs firm in Montreal. HATLEY was acquired by Teneo in 2020. From 2016 to 2018, Carl led the Québec office of the Canadian Taxpayers Federation (CTF) and acted as its first-ever spokesperson in the province.
Carl obtained his Bachelor of Laws at the Université de Montréal in 2009.
